According to the timeline on the Fallout wiki, before the bombs dropped, Vault Tec had commenced several drills around areas where vaults were built. This, in turn, had a "cry wolf" effect on subsequent drills, with less and less people showing up for each drill. My question pertains to vaults such as: Vault 43, Vault 68, Vault 69, Vault 77, and Vault 27. Each of these vaults required a certain amount of population per each Vault in order to follow experiment protocol. If less and less people showed up per drill, how did Vault Tec assure that everyone who was scheduled to make it into said vaults did so successfully?
Vault 43 needed 20 men, 10 women, and 1 panther.
Vault 68 needed 999 men and 1 woman.
Vault 69 needed 999 women and 1 man.
Vault 77 needed at least one man to enter, but if said man chose to ignore the drills the day of the bombings, the vault would be rendered useless.
Vault 27 needed to be purposefully overpopulated.
And for that matter, how did Vault Tec expect to get a panther into the vault on the day of the bombings on such a short notice?
