It's hard to judge a build without knowing what type of character you are going to be playing. But my gut says this is a very poor build, mainly because you've tagged outdoorsman and then used endurance as a dump stat. I mean who tags outdoorsman and uses endurance as a dump stat right? It's a fairly useless skill, that's based partially on endurance!
There's no real need in FoT to raise more than one stat over 8, with perks, power armour and drugs you can max out most stats where and when you need them by leaving them at 8. There's only one perk I can think of that requires a stat to be over 8 and from the look of your build you wouldn't be going for that anyway.
You've dumped endurance so you won't get as many hitpoints, and won't be able to use drugs as efficiently. Drugs tend to rule in FOT and hitpoints are important on the hardest difficulty. You've taken a high intelligence but haven't tagged any skill other than outdoorsman that uses intelligence, and you've already nerfed that with your low endurance stat. Plus you've taken gifted which nullifies the other reason for having a high intelligence, skill points. You'd get more skill points with a lower intelligence and not taking gifted.
Steal like outdoorsman is a fairly useless skill for the main character, most of the stuff worth stealing is in the bunkers and special encounters. You'd be better off training up a recruit to use that skill. Charisma is fairly useful even though FoT isn't a rpg, you get earlier access to better recruits, plus two of the better perks.
Insane on toughguy isn't that difficult, if anything (unless your style of play is save fail reload) it's easier than insane on regular as you get more experience and level earlier. It's all about using the appropriate tactics and right characters for each situation, that doesn't change per difficulty.
