Quick question reference Stim packs in Fallout 1

Greetings all,
I am currently playing the latest version of the team x fallout 1 mod (1.3.3) and their NPC mod and have just noticed that using a stim pack in your hand costs 5 points despite the fact it says it should use 2 points. Is this a change that was brought in by one of the mods. Is there a way to change it back, since it does not make sense to me, as you an enter your pack for a cost of 4 points and use as many stim packs as you like without costing extra points.
