Random encounter (spoiler)

There's this random encounter where you come across a bos bunker with two gaurds and a whole bunch of dead civilians. My question is how do you get in the bunker?
 
I heard that there was only one way to access the inside and that is through hacking into the game. Dunno if that is true or not.
 
electric lockpicks ? oh and it locks like its a scene from the bos base in fallout 1
btw anyone found that random encounter with the deathclaws and the rad goo and the darkness some guy walks around and then deathclaws attack its wierd
and the mutant one if u heal them do u get them as recruits later ?
 
You can get in by hacking the game.

You'll find a staircase that deadends.
