Not if you play ironman. But finishing the game playing a melee ironman is incredibly difficult as running up to people with burst-capable weapons tends to end badly. :(
 
Whether you plan to play Ironman, are trying to reload as little as possible, or are trying to make an uber character (reloading as often as necessary) will have a lot to do with your decisions.

If you're going ironman, you'll need a luck of at least '6' as trying to do a melee ironman without at least one 'toughness' perk is insanity (a 2nd level is probably helpful too). Even if you don't need 'toughness' (meaning you're willing to die and reload every now and then), you'd still need a luck of '6' for the better criticals perk if you wanted it. Unlike strength, agility or endurance, you can't raise it with drugs temporarily to qualify for a perk.

There's a lot of things you can play with and coming up what's best for you is much of the fun. One strategy I like is using 'Good Natured' in combination with an untagged primary weapons skill. The trade-off in skill points is almost always positive and usually there are game mechanics which allow lower level weapons users the ability to raise their skill for free. Generally you wind up with free points for Doctor and Speech at little to no cost. The one handed trait tends to lose it's value for melee characters by the late 'mid-game'.
