Rauls side quest.

How do i start rauls side quest...i've had him since the beginning and i'm about level 24... but the closest i've gotten was at nellis when he comments on loyal.

HELP

He comments on Ranger Andy in Novac if you do Andy's unlabeled sidequest.

And, finally, he comments on Corporal Sterling in Camp McCarren.

So, talking to all three with Raul in attendance,

Camp McCarren - Corporal Sterling
Nellis AFB - Loyal
Novac - Ranger Andy

you get to upgrade Raul Tejada to a vaquero or upgrade his repair abilities.
