Recruit Pool Rotation Question

Howdy y'all

I've been browsing this whole tactics forum for info on the recruit pool and whether or not they gain experience as you fight. I read somewhere about rotating, but haven't really found a way to do this that works. I'm curious as to the method, and if rotating means that I have to take the new recruits out and RE until they level. So, does anybody have any pointers as to how to better those recruits who, otherwise, will just sit there worthless?

There's a bug where when you've levelled and return to the bunker any recruit that's been in your party previously and now is back in the recruit pool will also gain experience. You'll know when this happens because you'll hear the gain level sound.

To level these characters you'll need to return your current squad to the pool and take the recruits who have levelled up. Once you've opened up the recruit master screen and then closed it those recruits still in the pool will lose their chance to level.

So level up your current squad before returning to the bunker.

If you hear the gained level sound visit the recruit master and return your current squad to the pool (don't worry they won't loose their equipment).

View the recruits you've taken previously and take those who have gained a level.

Once you have a full squad close the recruit master screen and open the character screen and level them.

Return them to the pool and take back your original squad or choose another.

Some people claim to have levelled up all the pool members but I've only been able to level up a maximum of 5 after each mission.
