I think there should me more diversity in areas,
like in mountains you would actually have over 60% of the map covered with rocks wich are unaccesable and can provide shelter (a big rock combined with the ability to crouch would be a big help in figthing hostiles with ranged weaponry. Possibly even have the mountains hight have a role, the higher you get the colder it get's (even though I don't expect ot see any snow in California)
And in city ruins you would be able to hide 'inside' buildings or behind wall using the windows to fire through. Perhaps have some partially intact buildings (with floors and basements) in wich you would find raiders or anything else that can climb stairs, so these buildings would actually be a lot like the caves in fallout 2.
Some more vegetation, at least, in fallout 3 is gonna take place after fallout 2. You could also hide behind trees or bushes (even though bushes don't protect that well against bullets, you could crouch and then move somewhere else, to jump up as a total surprise behind the hostiles).
