Restoring Hope Quest Failed everytime I try to turn it in

My next step in the "Restoring Hope" quest is to 'Tell Polatli about the victory at Nelson' but when I head towards Polatli I get a "quest failed" message for both Restoring Hope and No, Not Much.

The 3 NCR I went to Nelson with are still patrolling the city, I'm not sure if that matters.

Help.

Also the last thing for me to do on the 'No, Not Much' quest is to ask Camp Forlorn Hope for reinforcements for Bitter Springs, but no one at Camp Forlorn Hope will talk to me about the reinforcements.

I'm not sure but your faction rating might have something to do with it. Other than that check this out:
