Revamping healing

I'm a bit clueless when it comes to scripting, soo...

Is it possible to script it, so that to heal crippled limbs you need more than just a Stimpak or sleeping - you need medical tools like scalpels, tweezers etc., medical braces, morphine?
 
I suppose you would go about it by making them consumable items and add healing effects like morphine if it's possible.
 
Yes, and someone's already made a mod that does it. It's one of the ones i need to add to f3c, but because of formID issues I am having to rebuild the entire thing from the ground up in the CS. Which, is a good thing, I guess.

I forgot what the mod as called, but it's on nexus. I think in the game effects/changes category.
 
I've been toying around with drugs and fixed them, so that there's actual withdrawals. Restored the classic several hour long effects, too.
