Don't hold your breath waiting for a response here, the interest in a paper and pencil game is limited to say the least.
As for the rules, I couldn't fingd them and I don't think Black Isle are too happy to release the SPECIAL system to us.
You can't use them for the P&P anyway. The SPECIAL system uses a lot of dice rolls and charts; because it's all done by the computer it's invivsible, but if you were to try it in a game session it would bog the game down unneccesarily.
My advice, and you're at liberty to completely ignore it, is to use the percentile system for combat and just decide modifiers as you see fair. Then decide what elements of the game to keep and what to throw out for the sake of fluid game-play.
Personally, I reduced combat to Atack, damage and potential critical rolls. I got rid of the Karma and Reputation because you don't need it; you can roleplay the NPC responses, that's the benefit of human RPG'ing. Everything else was just a case of deciding modifiers and stats. Look around the web and you'll find the properties for all the hardware, armour etc in the game, it's easy to convert into an RPG. Be warned that it takes a bit of time.
