Scott City Help Please

One of the first buildings in the industrial area has lots of gas tanks. There's two security bots and a hover bot in there as well. After destroying the gas tanks (actually the dumb hover bot did), you can see an entrance to what looks like an air vent. It leads to a small room with a trapped footlocker. How do I open the footlocker? It says absolutely nothing when I try to open it. No "locked" or anything. I cant lockpick it. It says "Does Nothing." I have a key found in the internment camp, but that doesnt open it either. Am I missing a switch? I'm almost willing to bet its another bug gracefully donated by the morons at Microforte, but thought I'd ask anyways.
 
I think maybe it just doesn`t have anything in it. I don`t recall going into that room so I could be wrong. There are some bookcases I know that you just can`t get anything out of.
 
Thanks for the reply. However, if it was an empty footlocker, it should have either A) never targeted to be opened (cursor changes and it reads: Footlocker or B) it should have opened and simply been empty. The locker targeted, but never opened and never gave a message.
