In BOS Bunker Gammer, inside the locker closest to the mechanic guy there's a letter titled. "The Great Mouse Debacle". I dont know if it's there when you first get to the base or after a certain mission and I wasnt able to open it until one of squad members had 137 lockpick and that was after about 20 fails.

I'm not about to copy it down cause it's too long but it is worth checking out. It's pretty darn hilarious.
 
Yup, damn fun.
Btw, have a picklock in each hand (preferably 2 of the best kinds) and you will raise your picklock skill twice as much, propably a bug and Im not sure its calculated that way when you actually use one of the picklocks anyways, but it seems to work.
