Hi!
In order to play over the Internet, you need the nifty program called "Game Spy". It's on the Fallout Tactics CD 1 (I think).
You're probably gonna have to update it though, its quite old already
It'll prompt you in case you have to update.
Well, once you're in GameSpy, just select the Fallout Tactics tag and play a game with people.
Here's some tips for Single Player.
1) You ceratinly want to tag "Small Guns" and "Barter" when creating a character. The third one could be "First Aid" or "Throwing" for those nifty grenades. Strengh is min. 5 and Intelligence could be 7. Put Agility to 8. Luck can be 1, I never had any problems.
Aaand be sure to pick the perks Small Frame and Fast Shot. Good with a shotgun, which can't be precision-fired anyway (correct me if I'm wrong)
2) Don't play as a one-man team. Use your sniper efficiently.
You have a medic in the beginning too. Use him and improve his First Aid and Doctor frequently.
3)Get Kevin and Rebecca in your squad soon. This will give you a melee fighter and a 'nother sniper.
4)Loot corpses and sell the stuff at the quartermaster very often. This gives you a nice capital, until you get the ghoul Babs in your squad, who will steal all the meds for you anyway
5)Later in the game, trade off one of the snipers and the medic for 2 heavy gun chars (it hurts, I know
