Sfall sass in the credits

I never noticed until about two days ago after playing through Fallout 2 and completing it that the credits had this message interwoven in it:

Gave me a good chuckle, but now I'm curious. What exactly is the story of this and how the hell did Timeslip or whoever wrote this even insert it into the credits? I took a look into the .DAT files and the credits appear normal. However they did it, it's now in every official Bethesda-approved rerelease which is funny to me.

The text was embedded in older sfall binary and removed from sfall since 3.4.
Back in the day when Interplay released their Fallout Collection/Trilogy, they included sfall without asking permission from Timeslip, some DVD releases even have killap's/TeamX's older unofficial patches bundled (I have one such copy). That's why she added the text.
When Bethesda re-releases FO2 on Steam/GOG, they did ask Timeslip for permission but didn't include newer version of sfall, so you still see the text in the official re-release.

Any reason why the updated Sfall isn't used?
