Are there any good games out there that are similar to the fallout games as I have looked but nothing is as deep or humorous or playable.
 
that's right. Fallout is one of a kind, i'm afraid. the closest thing to Fallout out there is Wasteland, a game from 1987. it was also made by Interplay and it's almost like a prequel to Fallout. a very old, but legendary game.
there is another game which is not really like Fallout, but it takes place in a postapocalyptic world and has very interesting style. it's a Russian game called Gorky 17. i also know there is an old Amiga game similar to Wasteland, except much newer, but i can't remember its damn name! i'll look it up in some old magazines.
Russians were working on an RPG called Wasteland Wolf, which is a total ripoff of Fallout, the games are almost identical. i'm not sure what's become of it, though.
you could also try Arcanum, if you haven't already. it has a very different setting from Fallout, but it was made by same people who worked on Fallout 1, and it shows, in terms of gameplay and concept.
dammit, this all reminds me of how i desperately want Fallout 3. :cry:

It's called "Newcomer".

"Wasteland Wolf" began as a game set in Fallout universe, but then a decision was made to cut all ties to Fallout to gain creative freedom. I'm not sure what made you think it was a 'total ripoff', other than a scorched wasteland being present in both games. The game itself was cancelled for the usual reasons (WW, if I may remind you, was made by a group of not-for-profit enthusiasts communicating through internet), and you can look them up in NMA news archive section.

"Geneforge" is a definite choice if you're willing to compromise with the graphics and the setting.
 
Deep and humorous? You might want to try Planescape: Torment, another BIS game. It's not post-apocalyptic but has that same doom and gloom kind of atmostphere. Gameplay isn't really up to par with Fallout but the story and characters are simply top notch.
