simtek operations and real fallout world

in Vault Dweller's Survival Guide, there is a part about something called simtek 5000.

i'm confused about the fact that all fallout game is a simulation for vault dwellers and there is no real story about the outside world. and i couldn't understand how can we engage this fact to the story in the sequel, fallout 2.

I'm not sure what exactly are you trying to say here.

Simtek 5000 is, as far as I can figure, a device that creates some sort of virtual simulation of how Vault-Tec imagined outside life would be. Vault dwellers using it would get prepared for the outside world, in a way.
