Skilldex button gone...

My skilldex button has disappeared (nothing but a black box) and I can't press it anymore. Not really a hindrance since I can use right-click pulldown options to access those skills. Also, after checking a city's status in pipboy, the "rest" button disappears (black box). The rest button returns if I close the pipboy, and re-enter it. My game is running with the patch installed (patch file name: F2PATCHV1_02D.EXE).
 
dont make big deal out of it, i have the same prob, also with the patch. but the game can be finished so i wouldnt mind too much, although if someone knows a solution for this strange occurance, id like to know.
