Skynet Construction Requirements

About to head over to the Sierra Army Depot, and I'm planning on building Skynet. I've got about 100% Science skill, will I be able to successfully construct Skynet? Fully, I mean.

You will but you wont get the best brain, for this one you need around 110-120(this information is quite easy to find on walkthroughs).Level up and come back when you have a higher science.

I never shoot for Skynet without at least 115%. The brainbot you get from using the next brain down beats out most of the joke NPCs and maybe the NCR cyberdog, but it's not worth much compared to anyone else.
