Skynet problem

I'm having an issue with Skynet. I have activated it with the best brain, motivator and bio-gel but when it ask to join me and I say yes, I get a dialogue saying "i'm a loner, i don't want this hunk of junk following me" and it doesn't join. However, when I try to get Vic to re-join (i told him to wait so I could get skynet) he then tells me that my party is full!

I'm running the restoration project mod

Your charisma stat is too low. You can only have a NPC per 2 CH.
Pop a mentats or two should do the trick.
Or equip the cool shades.
Or take the gain stat CH perk.
Or if it's lowered from a drug withdrawal effect, sleep it off and try recruiting again.
