Where can i find more? I bought about 400 but i'm running low on it, i tried the gun runners but they didn't have it.

Seems obvious but do you empty every energy weapon you find?
I know this is a really old post but I just now stumbled across it because I was having the same problem myself. Apparently, Power fist + Fast shot + Bonus hand-to-hand attacks + grinding to level 18 so I can get Slayer = severe energy cell shortage.
I found a solution, however; just fight the random super mutant patrols in the northwest. The black leather-wearing super mutants with laser rifles, for some odd reason, carry a lot of small energy cells instead of micro-fusion cells. 80 small energy cells, to be exact. The only trouble is that laser rifles are quite rare in these encounters, compared to miniguns and flamers.
Also there's more than 400 small energy cells in a locked room on the 2nd floor of Mariposa Military Base and a few more in lockers scattered throughout the base. You can pickpocket a decent amount from Gabriel at the Gun Runners. Zack at the Gun Runners sells them and so does Jake in the Hub. So far the random mutant patrols are the only way I've found to get a constant supply of energy cells, though, since the shops' inventories don't respawn.
