Smitty won't talk to me (Fallout 2)

I hope I make this post correctly, if not, my apologies.

I have a steam version of the game, US version. Should be the latest patch as steam updates manually. I did the Help Lara attack Tyler's gang quest in The Den and for whatever reason, IDK if it was a part of the quest or not, but they didn't stop after killing Tyler's gang. They also went to Mom's Diner and killed everyone there, including Mom. As a result of this, Everyone in The Den hates me. I Don't believe I can complete some of the quests now because of this, specifically fixing the car and using it and getting the amulet for the ghost.

I can fix the car myself by killing Smitty and using a very high repair skill with the Fuel Cell Controller on it, however doing this, I believe makes me unable to upgrade the car since Smitty is dead. When I go to talk to Smitty he says things like "Get off my lawn" and other stuff. He doesn't allow me to enter a legitimate conversation with him.

Ultimately, my question is this. Am I able to upgrade the Highwayman myself, or do I have to load a previous save. Alternatively, am I able to edit the save file and make him talk to me again? I am able to change my reputation in The Den but this changes nothing, as they are still pissed off at me for killing Mom. Any suggestions?
 
Load the previous save, before the church battle. Once it is started, run like hell to the front door of the church and initiate combat yourself. I usually do like this, and never had such a problem as yours.
 
If I remember correctly you can upgrade the car by yourself by using the item on the vehicle.
I also think Skeeter might be able to help you out as well, not super sure though.

Yeah, but you must have repair skill about 120 or higer, as far as I know. And in some versions of the game you are completely unable to install the fuel cell regulator (from Klamath) by youfself. Anyway, it's best to keep Smitty alive and on your side.

Strange, I've never had an option to ask Skeeter to do something with the car. Maybe it appears if Smitty is no longer a factor...one day I should try this.
