Sneak and lighting

I used the search, as well as checking the wiki, and didn't find any definitive answer on Fallout 1 lighting penalties to sneak/steal. Specifically, sneaking in a dwelling in order to access a bookcase or other container while being watched by an NPC that won't allow it. Are there assumed light sources in a dwelling, for example? If so, do they affect my chances? Any difference between night an day in general? That's 3 questions total. Specifically I'm just starting out again and want to filch from Razlo's bookcase next to his wife. Same question would apply to Steal.
 
Fallout 1 not really on anyone's radar anymore, even on NMA? That's a shame...eternally great game.
 
NPC's ability to detect your stealth or attack you in combat is not effected by light level. Only PC's ToHit chance got effected by light level in combat.
