Sniper Perk Missing?

First time out of the vault
Hey guys,

I'm lvl 12 and I've got 7 perception and 9 agility but the sniper perk is still unavailable. Has this happened to anyone else before?
 
Sniper perk? As in the perk that increases headshot probability in VATS with rifles?

If that's what you're meaning... I don't see how it should be a problem. Man up and stop using VATS.
