So does Captain Beefheart exist in the Fallout universe?

Hmm maybe in the antiwar protester movement of which we see evidence at Hidden Valley and read about in terminals at The Divide. Would that make any sense ?
 
Probably as a post-war guy huffing jet and recording his stuff on holotapes, trying to sell it to people and being shooed off.
