Some questions about that old FO1 promo

Is there a better quality version out there? If not, does somebody maybe know what that screen is around the 0:17 mark? The one with the "Auto" and "Instant" buttons. Also, does anybody know why they scrapped that beautiful one-handed/two-handed weapon interface/mechanic. It's so much better than what's actually in the games that it baffles me.
 
My bet is they had to rush in the rewrite of the game mechanics with the SPECIAL system after the license (license, or something like that, I don't really remember what happened that stopped them from using GURPS) for the GURPS system was denied to them, so they had to drop a lot of features.

I know, but a single-handed/dual-handed interface would seem a weird factor in a conflict with a PnP IP.

The reason was apparently the level of violence (amusingly, according to Cain it was the Vault Boy drawings that particularly set them off).

But they'd have to rewrite the code to adapt to the new mechanics, so this could be a factor. Dual wielding probably affected both the accuracy, speed (action points required) and damage. If they had to rush, they probably had to ditch every somewhat superfluous bit.
