One hander, finesse, small guns, energy weapons, speech

Which has a bigger impact - skills or stats? I know strength, intelligence, and agility have a huge impact. Dropping strength down to 3 would kill my carry weight and my chances of using anything more powerful than the starting gun. Agility obviously needs to be 10.

How high does intelligence have to be to net you good dialog options? Can I just pick up the smooth talker perk?

Luck seems like it would be important for anyone handling guns - but how much luck is necessary for those crits (especially since I'm going with finesse)?

Perception says it is important for a marksman. How important? 10? If luck and perception are as important as they seem, then it looks like all my other skills are going to take a huge hit. If I do have to keep this at 9 or 10, can I forget about the awareness perk?

Skills vs stats has me wondering about charisma. Can I drop this down to 3 and pump speech?

Having bad endurance in a post-apocalyptic wasteland sounds like a bad idea, but if innate rad resistance isn't that important, I'd like to take all the point away from this.

Ok, let's start

1 - They both have almost the same impact on gameplay, with low stats some quest will be unavailable to you and with low skills some will be difficult to complete. The difference being that you can raise skills as you level up, stats on the other hand can only be raised by some quest, items or the Gain "foo" perks

From personal experience I'll go with Strength 5 or 6 since you get a decent carry weight and one of the modules you find raises strength and then you have to take into account the different Power Armors which raise Strength by 3 and 4.
For Agility it depends, 8 agility gives you 9 AP but it takes 10 agility for that extra 1 AP

2 - Intelligence 8 or 9 will net you decent number of skill points per level and almost all of the dialogue options.

3 - Luck will probably be 5 or higher, since that filters almost all the bad luck encounters, and you are taking finesse already.

4 - For decent range with most guns and some quests perception 8 is more than enough.

5 - Charisma depends on how many party members you want. The formula is: for two points of CHA you can have an extra party member or CHA/2 rounded down. It also affects some quest availability.

6 - Low Endurance means lower hit points and a more difficult early game, radiation isn't a problem since you have more than enough Rad - X and Rad - Away

Yes it does.

I lowered endurance down to 1. With 9 perception I can take out most things from a distance and survive a hit when they get close.

I kept charisma at 2 and started putting points in speech. I haven't seen much of a difference so far.
