Stimpaks and Influence (2 errors)

I have noticed that after a character uses so many stimpaks, then they no longer have effect. I would double click on a stimpak to use it, and it would register as me having one less stimpak, but my character wouldn't regain health. I was wondering if this was a standard game feature that a person runs out of ability to use them. I'm playing with 1.27 and the character was a normal human with no status effects.

And about area of influence, it seems to have a problem. If I have a character with the Loner perk, then they always have the bonus, even if I put them shoulder to shoulder with the rest of the squad, and even if I put them in a vehicle with the entire squad in it. Team Player is completely the opposite. The bonus never shows up, not even if I cram my squad into a small group or load them all in a vehicle. Fortunately, the Leader perk works like it should. Once again, version 1.27 and I ask if anyone else has something like this.
 
How many stimpaks? You should be able to keep on using them.

Loner is known to be broken, probably team player as well but just because it's not affecting your character sheet doesn't mean it's not working?

I'm not sure, I first noticed the effect during Preoria.

I wouldn't really be able to tell. I'll try making my Team Player's sneak level at 20 and equip him with metal armor and see if I can sneak around squadmates.

If you mean try and sneak past other members of your squad then that won't tell you anything. Actors on the same team as you don't spot you, or I should say won't give away your postition. Which is why you sometimes can see ghostly citizens or the hermit in the wastes.

The description says 'Get + 10% to all rolls' since we don't actually see the rolls just the results, I'm not sure there's really anyway to tell if this working or not unless you want to do an in depth study. Just because Loner adds 10 to your character sheet doesn't mean it's meant to, after all it's known to be broken.

Well, after trying to sneak with characters who have a negative sneak skill (using armor) it always says "Can't Sneak" no matter how hidden I am, and if my character is sneaking and I equip them with armor in a well-hidden place, they become "Detected" after a minute or so.
