Strange accuracy problem in F2

I've encountered a strange problem with FO2 (patch 1.02). I've played through Klamath, Den, Modoc, Gecko and VC and heading to the downstairs of Toxic caves. I've got Pe 8 and a scoped hunting rifle (small guns 110%), which give me most of the time 95% to hit the eyes.

But after I left VC I noticed in the wilderness combating raiders that the percentage to hit an enemy quite near was only like 40%. I reloaded and tested it on NPCs: in VC my accuracy is quite normal. It seems that this accuracy drop happens randomly (which makes it quite annoying).

The gun is fine (happens with different guns), there's no eye damage, I'm not radiated or anything, Pe is still 8. Is this a bug or have I just missed something?
 
The Scoped Hunting Rifle is designed to work in that way (Low accuracy in short distance).

So you might have suffer from "random" penalties due to your "testing with different guns".....Or it's a wierd bug.
 
If you have a very long ranged rifle, and you get close enough to your enemies, your accuracy will go down. Its hard to use a sniper rifle in close combat.

Sometimes, with a long ranged weapon, you will even start to get a negative hit percentage when very close to your enemies.
