I noticed these in the back of Jas Wilkins shack in Sloan. Does this mean they are cannibals in Sloan?

No. She isn't aware of the meats origin because she reacts with disgust to the cannibal perk dialogue. She just buys whatever from whichever merchant that strolls by Sloan without really questioning whether it's Bighorn meat or Human flesh.
