Stuck near the end of FO2?

So here's the progression I took:

  • reached San Francisco
  • Go to the Steel Palace and talk to Ken Lee
  • Get Vertibird plans and give them to the lead scientist
  • He says I still don't get to see the emperor and I now have to assasinate someone
  • screw this guy
  • Go to assasinate AHS-9 but he offers me a ton of money to kill Lee and the Emperor instead
  • sure why not
  • Kill Lee and the "Emperor" by wiping the drive
  • betrayed by AHS-9 so I have to kill him and the Hubologists too
  • basically everyone in San Fran is dead
  • Later get on the ship, save Badger's GF, and talk to the captain
  • Need FOB (check), Fix computer (check), need fuel (hmm where do I get that)
  • Search around Navarro and San Fran forever
  • finally get tired of looking and check the wiki
  • apparently only place to get fuel is from the Shi and the Emperor, who are all dead

Surely there is another way?!?!? Surely they wouldn't have tempted you with AHS-9's quest path only to have that result in a dead end that makes the game unfinishable? I must be missing something here. I put 40 hours into this character, I can't believe I just have to trash it because I followed a legitimate quest option.

40 hours is steep bro to lose all of that! What version of Fallout 2 do you have, and what mods/patches are you using?

Try talking with Badger some more. He owes you a lot after saving his girlfriend, perhaps he'll help you somehow.

He's glitched. I ask for him to get fuel from the Shi, and he says "from a formatted computer? no way. that info is gone." I ask him to get fuel from the Hubologists and he says "sure. like taking candy from a baby" to which my only response is "nevermind", resulting in nothing.

Interesting note, I went back to the Shi temple and Ken Lee was alive again for some reason. I talk to him and he says Badger's line "like taking candy from a baby" to which my only response is "go on". Then I enter combat with him and have to kill him, again, resulting in an empty fuel tank. I figure Badger was the out in case you destroyed both factions, but his option doesn't appear to be working correctly.

Well if you're using Official US 1.02 patch then you need to update with Killap's 1.02.31 Unofficial (you'll have to make a new game sorry), or you could use Vad's Save editor to give yourself fuel.
That sucks bro! I'd recommend the save editor...

yeah I guess. Is the fuel an item? This is the first time I have made it this far so forgive me for not knowing. I'll just have to chalk it up to Black Isle's oversight to not have included a way to manually transfer the fuel after the Emperor has been dealt with.

That, or an ending that triggers when you destroy both factions, like "The chosen one never found out exactly what the enclave were doing on the rig, instead he ruled over the ruins of san fran that he helped create, establishing a new society" as, like, an evil ending or something.

Well, I'm going to try the save editor, thanks for the help.

I'm sure Black Isle wouldn't of been that harsh on the player, that's a massive oversight either way. No problem,.

Does the save game editor have a set stage command or something similar, just to the tanker has fuel in it? all I see in it are inventory and critter commands. Or hell, prehaps just bringing the emperor back online would do the trick

Give a more in depth explanation of these 'Inventory and critter commands', what do these look like. Could you insert an image of what your talking about, sounds like trouble to me. Perhaps.. but i'd make a back up of fallout if i were you just in case it stops working, fallout 2 is a bit unstable.

I did manage to edit the quest completion under GVARS so it shows up as complete in the log, however talking to the Valdez computer still says the tanks are empty. hmm.

I think this pic is where I have to edit in order for the computer to think there is fuel, but none of the LVARs have descriptions so I don't know what to set to 1.

What do you think that LVAR_4=1 is activating? This is really technical i was half expecting this , there's no real documentation on the LVAR's so trial & error is a option; there's not many LVAR's (8 of them) so T&E ain't so bad. EDIT: Wait did you even try to edit your characters inventory, there's a create option so you place quest items in your inventory. I know i'm asking you to do T&E but i really can only help from advice, i have no experience in Var editing. I will continue to find a solution.

I just ended up making a new save file and deleting the opening are and the palace saves, resetting them. The tanker and Hubologists (know as "elron"igists in the files! lol) I left alone since it's not that important.

Well that worked, everyone is alive again, but the Shi are still hostile. Hmm hold on...

Okay! so here is the fix
  • leave San Fran
  • save on outskirts
  • load F2 Save Editor
  • under MAPS tab delete SFCHINA.SAV and SFCHINA2.SAV
  • go to GVARS tab
  • set 361:GVAR_SAN_FRAN_FLAGS=25588799 to 361:GVAR_SAN_FRAN_FLAGS=8680509
that should do it. Emperor back online, all Shi alive, I'm not being attacked by them, but my quest progress is still exactly where it was, so no repeats. I only had to raise the dead in order to progress, lol.

Take a look at what this path did net me, though. I tried to talk to one of the shopkeepers and it started a civil war between the reds and blues, in which they slaughtered hostile citizens and each other en masse. I figure the people who play the sides the normal way haven't seen this. So, yeah, with that interesting event and a bit of experience gained with the editor, this quest path wasn't a total loss. Thanks for all the help Rowan!

*Well now i know i'm not the only unarmed player.*
Nice little civil war there, it's nice to know that i helped. Most of the testing work goes towards you so well done, oh and it feels good knowing that we managed to find a fix or 'workaround' as people say to this problem. At the moment i'm working on a patch for Fallout 2 to fix a duplication bug, so if you want to help just ask. *I'm a noob at script editing so it's gonna take a while* See you later dude!
"Elronigists" lol i was thinking about the similarity.
