For fallout 3 there should be more new armour, and possibly you could find spraycans in the desert(suggestion...) to make your own bada** warpainted armour to strike fear in peoples eyes.
Also some new weaponry wouldn't be too far of, but of course I expect nothing less...
Also some more character portraits, I don't know maybe some scripting would allow you to bring in your own character portrait, and also the player figure, it woyld be cool if you could decide hair-length, colour, face, and body structure.
Perhaps I ask too much, but I know that there are people out there who share my point of view, hopefully we will be heard...
 
Why does everyone assume that Fallout 3 will be exactly the same as FO2, with the only difference being their suggestions? Anyone ever thought of a scenario with Black Isle using 90% changed SPECIAL system? Or them using anime graphics? Or implementing first-person-only view perspective? Most of the suggestions would be useless if that was the case. Like, what's the point of having more guns for sake of "having more guns"? Or allowing you to paint armor, which is cool but really not worth the effort to code and probably pain in the ass to balance? Same for ultramodifyable (sic?) body outlook, which is good for online games but not really gameplay-essential.

APTYP, everything you said is true, however, it is the sad truth, and I would hope that the kind of pessimism you just displayed isn't shared by every Fallout fan or else there wouldn't be any hope of good mods to be developed. :-D

But, several of Azz_grazz's suggestions may actually be possible if Fallout 3 were implemented using 3D graphics, not static 2D images of 3-dimensional spaces, objects, and characters. Thus, the player's character, as well as all other characters, could be easily changed by the program. Load a different texture to the body armour if the user applied "spray paint," body features can be changed, and all the graphics are malleable. In fact, different perspectives are also reasonable with 3D graphics, being able to swivel the camera around to find those items behind the walls, or even (please, no flames!) see everything in first person.
 
I didn't say it's not possible, but it's really a gimmick everyone can live without. I can give you dozens of cool ideas that have little to no effect on gameplay whatsoever.
