I am replaying FO2 and did the Dunton quest instead of helping Torr, made the mistake of helping kill the scorpions first and the Duttons told me to blow. When I went to get Sulik out of debt as reward for the favor, I was able to get the two ladies to give him up, but Sulik didn't leave.

What gives?
 
I know this might sound silly (it happened to me, actually) but did you talk to Sulik afterwords? Once you attain his freedom from Maida and initiate converstaion with Sulik, there'll be a dialogue option that allows you to ask if he wants to join you to save his sister, Arroyo, the world, etc.

Thanks guys, I am actually trying the Klamath-Arroyo Mod and its a bit better so far, but am already stuck. Thanks for the tip on Sulik, I'll retry it.
 
"I found Sulik's sister! She was in a random encounter with slavers! No, she was in the slave pens in NCR! No, she was in a mystery location on the world map! No, she was in a locker in the Enclave! Really! She was somewhere but I can't tell you how to get there because I made it all up!"
