"Right is right." - said in New Reno when asked for the Spirits' advice. I think he means "Wright is right", meaning the Wrights are by far the lesser of four evils.
"The higher the place - the longer the face" - a random Spirit message. Probably means that the higher one's position, the sadder one is {long face} as result of responsibility and stuff. You'd think it only holds for the good guys who genuinely care, but you'll notice all the high-ups are usually unhappy, often sickly people.
"Still waters do not flow at all" - another random Spirit message. Lol.
"A strong seed has been planted here. A good seed." - a Spirit message for NCR. Quite self-explanatory.
"This one is not the one. But it helps to be the one. Maybe the spirits know more... I think they like to talk like that." - Spirit message for VC. Vault City's vault isn't the holy 13, but it can get point you in the right direction. Also, "it helps to be The One": you can get instant access because you are the Chosen One and as result are wearing the vault suit.
"We be like Ugly... on YOU!" - hilarious combat taunt. Explaining would ruin it.
"Those who stand in front - backstab." - Spirit message for Broken Hills. The doctor and his wife on one hand, Zaius and Francis on the other: prominent members of the community, thus "standing in front" have done things that are treacherous to what the community stands for.
"This place is touched by shadow from the City of Lights" - The shorter of two Spirit messages for Redding. The place is heavily under the influence of Jet and other shit coming supplied by New Reno to get Redding under its heel.
