Super mutants that do nothing!!!

Hi....
i'll get straight to the point, in the mission were you encounter the scientist who is trying to cure the super mutant sterility at the end,next to the building, between the exit zone and the building there is an alley way, down here in my game there are 5 or 6 super mutants that are stood in single file and are armed but they wont attack me and i cant shoot them unless i force fire them and when i do shot them they just run off, are they ment to be there and do nothing or is this not ment to happen.....
 
Actually I think this is a matter of sequence. If you attack them early enough they will fight back, but will generally retreat.

I thaught that there was a problem when they didnt attack me but it makes sense now. I think i'll try and attack them quicker this time and see if they are willing to die with a fight. :)
