Per Jorner in his walkthrough for FO2 says that the Super Sledge can be found at Eldridge's New Reno Arms but I have never seen it there either in the stock Eldridge carries or in the basement. I've never understood why the sledgehammer is not one of the weapons that can be upgraded. Can someone please tell me precisely where in New Reno Arms the Super Sledge is located?

You need to become a Made Man for one of the New Reno families. Eldridge will then let you buy from his special stock.
As far as upgrading a regular sledge, I think there was too much suspension of disbelief required to allow it. Upgrading most of the other weapons isn't much of a stretch, but a sledgehammer is a block of pig iron attatched to a piece of wood. By the time you've made all the modifications necessary to turn it into a piece of cutting-edge technology like a Super Sledge, you've basically just thrown out the original hammer and built a Super Sledge.
