It seems in the Fallout universe a majority of the nuclear weapons used were going to be a lot more dirty than they were hot. Which is bad in a way because surface blasts would kick more radioactive dust and ash into the atmosphere and it'd come back down as some extremely heavy fallout. The Chinese were better off using Air blasts on cities like Washington D.C, Boston, L.A, Chicago. It's blast radius would be spread out far more evenly and would quickly level a city like N.Y.C or D.C and not leave many structures standing like the Washington monument or the Capitol building. And I think permanent Fallout on Chernobyl level shit would be a lot lower than a surface blast. I think. What do yall think? You think the Chinese used air blast nuclear weapons often? I think Fort Bragg wouldve been hit with a surface blast as well considering surface blasts would have the most use in taking out facilities that'd prove to be a tactical target like West Tek.
