Can I combine the Fallout 1 Teamx patch with the Sfall patch? I'd like to play Fallout 1 in a scaled window, but the Sfall patch includes several script edits and I don't want to break anything.

Using sfall with the latest TeamX shouldn't be a problem. Sfall fixes engine issues which won't conflict with any of the modified scripts by TeamX.
