That fuss about NPC-Markers

This is not meant to be a flame or anything, just a serious question. Why does everyone hate this NPC/Enemy-Bar feature?
I think this feature is a good idea but a bit overpowered. I think even Fallout 2 had a feature, where you could detect enemies by movement noise (If I'm mistaking it with Jagged Alliance 2 - which has such a feature for sure).
I think it's ok for a character with a high perception to detect movement noises and get an indication on their direction.
 
Yeah, I can understand Perception helping you locate enemies, but why the fuck would it not improve your ranged fighting skills? The game becomes ridiculously easy with a high perception and a sniper rifle. The SPECIAL in this is game has been bastardized beyond repair. The ability to get a head shot from a 100 yards with a 5 agility and a 3 perception breaks that part of the game.
 
Well right now it feels like you and your enemy have some sort of radar build in, kinda like uboots fighting each other. Needless to say that it doesn't fit. I even see the enemy on that radar when I have no clue about him.
 
Not to mention how buggy it is, often detecting enemies from a different floor of the building if it's on one map. On the other hand, sometimes enemies completely disappear from the radar even though they're at point-blank range.
 
Consider it like being alert to the noises around you. Can you hear people walking on the floor above you?

Um, have you even played the game? The do mill about. Granted tehy aren't going from their post -> to the bathroom -> and back, but they don't just stand there...
