The dude in The Blade area

First time out of the vault
There is a guy in the blade area his name is Christofer i think and he has a bunch of thugs w/ him i was ondering if anyone as ever been a ble to get a quest from him or if he serves a pupose
 
If you're a very, very evil person, Avellone and his companions will attack you in the desert, much like the case is with Bounty Hunters in F2. Other than that, he just serves the purpose of tearing a set of Combat Armour from his cold dead remains.

Oh, and wasn't he in the Library area?
