Man just lisened to sixht audio sample and to tell the truth sounds more like one of Hitlers speaches from a documentry film

It's supposed to be the moderator of some kind of live execution or whatever, spoken via a speaker tower. It sounds as if they were trying to add some warped post-nuclear "medee-evull" atmosphere with a sledgehammer. Especially languagewise.
