I also had the same problem early in the game.
I had RP 1.2 and the Resolution Patch 1.0, with my Fallout 2 Humongous Installation, on Vista 64bits.
After leaving Arroyo for the first time, I would allways find Kaga and as the globe started spining to load that map, the game would go to the OS showing a memory error like that.
I backed up all my savegames, uninstalled the game, didn't deleted the game folder but I think I should had done that, restared Vista, installed Fallout 2 with the Humongous Install, applied the RP 1.2, but didn't applied the Resolution Patch.
I entered the game, loaded my last save and I was finally able to have my first encounter with Kaga.
Without the Resolution Patch I lose a little bit of the screen on the right, because I have a LCD Screen with a native resolution of 1280x1024. So when I'm leveling up in the Character Screen I have to guess where the Plus and Minus signs are, but I can manage with that
Now I get that memory error almost everytime I play the game for 1 to 2 hours, but everytime it seems to have a different memory error code.
I posted in the RP 1.2 Thread (page 32 if I'm not mistaken), but only got one answer from a guy stating that he never had that problem. And I guess there are many people playing the RP 1.2 using Vista!
I think it can be a RAM problem, hardware not software. But haven't tested yet, because I don't have a floppy disk...
