no, it was those bigots in Vault City (actually, Dr.Troy made it with a little help from you...)
though it was never said in the game, it is most likely so.
yeah, but it's most likely that dr.Troy eventually obtains the needed sample without your help. in fact, you don't even need sample to make an antidote. if you have really high science skill, you can figure out the cure for Jet yourself (when you talk to Myron) and then tell your solution to dr.Troy. all he needs to do is provide some endorphine blockers and production can begin. if you don't make an antidote or help dr.Troy with it, i suppose he just manages to make it himself or with someone else's help. as i said, the game doesn't mention how Jet antidote gets created eventually, but i believe that' how it happens.
