How make that ghouls, mutants will shown on city streets only at night. They will be cannibals like was in Escape from New York movie. Or script for people that comes to own houses and go sleep during night.

Looking at critters who do this in the game should give you a fairly good idea. Try Vault City for the first and the Duntons for the other.

Timed events are exactly what I've been working on lately. I've used them to script complex float conversations pretty well, without really understanding what I'm doing.

I was able to get success only by tinkering with pre-existing code, trial and error.
