Trading with Merchants & Traders

Hi folks.

Can anyone confirm or deny that you can trade with the Merchant/Trader special encounters? In them, the cursor changes to the talk icon, but nothing happens when I click.

I know a number of other people have seen this ... has anyone actually managed to trade with them?

It generally has to do with if your charisma is too low or some bug in the game. The last few times I played the game I couldn't talk to them.
 
So has anybody, running with patch 1.27, talked to them? Or is that something the last patch broke?
 
It has nothing to do with the patch. I've talked to them in the past. And plenty of people have talked with them with the patch. It may have something to do with your barter skill or charisma.
