Trunk expansion

I know there is a trunk expansion in game. Ive gotten it before, without any mods. But I cant remember where to get it or how. Could someone please help me. My trunk is running out of room
 
New Reno, when your car gets stolen, you must go to the chop shop to recover it - this is where you can buy this upgrade (or get it for free). I'm sure you remember how your car was stolen before.
 
You have to buy/get the upgrade before you get the car out of the chop shop, because when you do, T-Ray stops talking with you. You can buy it, demand it, whatever you say, but don't drive off before asking him for the trunk upgrade.
