Twitch Gamer perk

How do you get this perk and what does it do? I've noticed that sometimes it says "So-and-so displays his twitch gaming skills". Does it actually do anything useful? And how do you get it? There aren't any games to be played on the pip-boy.

I think i've read on the forum somewhere that this perk wasn't properly implemented ingame (ie. no way to get it without using one of the character editors available). What it does is, on rare occasion you could shoot without any action point cost.

Reva remembers correctly.

There were supposed to be mini-games for the PipBoy that you could play, and if you scored high enough your character would be given the perk.

It wasn't fully implemented, so the only way to get it is by cheating. Either by editing a saved game, or using the v1.27 Entity Editor to assign it to a character illegally.
