Post Apocalyptic world? Where the h--- is everything coming from. Weapons, ammo and armor coming out of the walls(in perfect condition no less) and where's the Mint (what is backing it up?)
I'd like to see it all more limited and BARTER for everything. I think F3 should have us scrounging the waste for items. Specialization should be more specific. Pistols, Rifles, Shotguns, SMG's get the idea. Break current system down a little further and define it better, so that you wouldn't mind staying with a couple weapons knowing you could enhance them yourself later in the game. Choose pistols and % rates would allow your own modifications, with appropriate science and repair abilities/ facilities? Find a 9mm, is it gaurenteed to work? Find a few more and scavenge peices. Can't find ammo? Learn to make your own or rechamber. Have tech manuals for specializing.
As for armor, you make a shot/kill in the eyes that armor should be in the same condtion as your opponent had, if NPC's get trigger happy armor shouldn't be worth recovery. Specialize in armor might allow peicing together power armor or tweaking certain properties. Anybody ought to be able to mix and match according to whats found and how clever they are. Might have to beg, borrow or steal to complete a complete set. Someone else touched on this before, where's the SWAT armor, police shields, helmets and Military vests and Kevlar helmets?
Overall there shouldn't be more of things, probably less, but should be able to use characters gray matter or machine shop to repair/create something different.
As for the character, if anyone remembers Daggerfall, use a quiz type setup. Pick gender, (maybe race?) and setting (Tribal, City, Trapper etc.. Then answer a few questions to set moral tone, interests, phobias and other things of this sort.
