Unable to engage in "unwanted" combat in Fallout 2

Hello, I recently joined this forum mainly to find out if there is any way to fix this issue with Fallout 2 I am having.

On to the issue then:
Some of my saves allow me to do anything I want without suffering from the consequences, for example: I steal some things from someone who gets mad, and when I'm supposed to go in combat mode, I don't. They just continue doing whatever they were doing.
I can still go around shooting people but when they are supposed to attack me they do nothing.

I've already had this issue once before put I wasn't far in to the game so I just restarted. I have no idea what triggers it.

Also: I am running Windows 7 and playing the GOG version of Fallout 2 if that helps. Thanks in advance.
 
Yeah, you can fix it.
Go here and download F2se.

Start the editor and choose your save. Press the Misc tab and then in the lower right side there's a check box for Ghost mode.
Tick it and save and then un-tick it and save again (or if it's already ticked, just un-tick it and save).

Know that anyone you may have provoked earlier will now react to that, so if you've done something too bad you may be better off restarting from an earlier save. (The editor can fix that too, but it's fairly complicated if you don't know some of the inner workings of the game)

Also, do you happen to know what you where doing when this bug appeared? So far no one has been able to pinpoint what causes it.
My guess is it happens in combat (saving while in combat perhaps)...
 
I don't save while in combat, but when I found out about the first time when I went around in a casino in New Reno and the guards got mad at me. The second time I was just pissing off that guy in the bar in Shady Sands (NCR).
