unable to trade/barter

i recently placed a new critter on the map but i can't seem to be able to trade or barter with him.

if i get him to join my party, the dialog will say "this critter can't carry anything". if he's not in my party, the dialog will say "this person will not barter with you."

anyone has any solutions to this problem?
